China's Contribution to the Ozone Hole?

Scientists have apparently established that the unexpected surge of CFC-11, recently recorded in the atmosphere, originates from a number of plastic foam manufacturing units in China (https://www.theguardian.com/environment/2018/jul/09/mysterious-source-of-illegal-ozone-killing-emissions-revealed-say-investigators). The CFC's have a well-known role in the destruction of the protective ozone layer above the poles (this is the reasons their use, especially in refrigeration systems, was banned). Disturbingly, the companies using this illegal substance appear quite blasé about its use. There is banned and there is banned.
