No Encouragement to Drive Greener?

Plug-in hybrid cars can have very impressive maximum fuel economies and produce low emissions. They are, however, more expensive to produce than exclusively diesel or petrol-fuelled alternatives. In 2017, the UK managed to bring in a 'perverse' new system for taxing road vehicles. It offers little incentive to drive 'greener' (https://www.theguardian.com/money/2021/sep/11/why-is-this-clean-hybrid-car-taxed-at-almost-the-same-rate-as-a-ferrari ). The 2017 change sensibly made fully electric cars tax free. There is, however, a higher charge for vehicles costing more than £40,000, when new. The owner of an expensive car pays a £335 per year surcharge for 5 years from his/her second year of ownership. This applies, whether the car is a second hand low-emission plug-in hybrid or a gas-guzzling sports car. Bizzare or what?
