The UK's Deputy Prime Minister has been advising Brits on how to 'better prepare for future pandemics, disasters and cyber attacks'. Loss of electrical power isn't apparently all that unlikely, given the recent cyber attack on Sellafield nuclear power station (https://www.theguardian.com/environment/2023/dec/05/ministers-pressed-by-labour-over-cyber-attack-at-sellafield-by-foreign-groups).
