Tough on Targets (and the Causes of Targets)?

A degree of scepticism appears in order, at news the UK is 'toughening its targets on 'greenhouse gas' emissions for the next 15 years' (https://www.theguardian.com/environment/2021/apr/19/uk-to-toughen-targets-on-greenhouse-gas-emissions-sources-say). There will be a 'statutory requirement', for a 78% reduction in 'greenhouse gas' emissions by 2035. Urgent action is certainly needed to avert the worst consequences of climate change. It also appears to be finally recognised that aviation and shipping have to be included in any Nationally Determined Contribution (NDC). Recent government decision-making (a new road building scheme, a possible deep coal mine, more North Sea oil explorations, proposed reductions in air passenger duty, freezing of duty on petrol/diesel motor fuel, abandoning of the Green homes scheme etc, etc), does not suggest that action on emissions is their primary focus. A jaundiced person might feel UK government are keen to make the right noises, before COP26 in Glasgow. Waving around impressive NDC's won't help, if the reductions in 'greenhouse gases' don't materialise.
