Closing Stable Doors?

The Mayor of London has applied to the UK Home Secretary, to strip a former Metropolitan police officer of his £22,000 pa pension. This can be done, if crimes are committed whilst 'on duty' (https://www.theguardian.com/uk-news/2023/jan/18/jenrick-backs-efforts-strip-serial-rapist-david-carrick-metropolitan-police-pension). This would, however, be somewhat tokenistic gesture. The multiple rapist carried out his abuses against many women, over circa 20 years. In spite of reports about his probable misogynistic behaviour, he was repeatedly promoted, to eventually become a gun-carrying member of the Metropolitan Police's elite Parliamentary and Diplomatic Protection Command. The ex-policeman clearly used his status and power to intimidate his victims, whether he was 'on duty' or not. As a result of finally pleading guilty to his crimes (when there was really no alternative), he is likely to receive a somewhat reduced prison sentence. This sentence should still mean, however, that he will be housed and fed, at considerable government expense, for an extended period. He is, consequently, unlikely to need his pension! A complete overhual of police recruitment and retention is clearly needed. This will also cost considerably more than £22,000!
