China's Vicious Spiral?

China's early summer heatwaves are resulting in record electricity usage. This is largely to run air-conditioning units in cities. As a consequence, China's premier has now called for increased coal production, to fuel the country's generating stations (https://www.theguardian.com/world/2022/jun/24/chinese-premier-calls-for-more-coal-production-as-electricity-demand-soars). The premier's demand for more coal seems entirely self-defeating. The summer heatwaves are probably earlier and more intense because of climate change. In terms of generating 'greenhouse gas' emissions, coal is the worst of the fossil fuels. Burning more coal, is then going to boost global heating. This is likely to make China's summer heatwaves even earlier and more intense. The oppressive heat is going to increase demand for air-conditioning, requiring more electricity. I suppose this will result in a demand for yet more coal? Emissions targets and the general population bite the dust?
